În prima sesiune plenară a acestui an, ce are loc în perioada 14-17 ianuarie la Strasbourg, Parlamentul European (PE) va dezbate miercuri și va vota joi regulile de îngheţare a plăţilor UE către ţările membre care pun în pericol statul de drept, prin acţiuni precum intervenţia în instanţele judecătoreşti sau lipsa măsurilor împotriva fraudei şi a corupţiei.
În cazul în care Comisia Europeană stabileşte că “deficienţele generalizate în ceea ce priveşte statul de drept” într-o ţară a UE ameninţă gestionarea fondurilor UE, aceasta ar putea sugera măsuri de la reducere a pre-finanţării până la suspendarea plăţilor UE.
Într-un astfel de caz, Parlamentul European şi miniştrii UE vor trebui să aprobe orice decizie. Deşi sprijină în linii mari propunerea Comisiei, eurodeputaţii din comisiile de Buget şi Control bugetar au adăugat garanţii, pentru a se asigura că guvernele vor face plăţi în continuare beneficiarilor finali, cum ar fi cercetătorii sau organizaţiile societăţii civile, chiar dacă finanţarea UE este suspendată.
Proiectul de lege prevede şi creşterea finanţării pentru Programul drepturilor şi valorilor în perioada 2021-2027, până la 1,834 miliarde de euro, aproape triplu faţă de suma propusă de Comisia Europeană, 642 milioane de euro. Această finanţare ar merge spre promovarea democraţiei, a statului de drept şi a drepturilor fundamentale în întreaga Uniune Europeană, inclusiv pentru acordarea unui sprijin financiar organizaţiilor societăţii civile care lucrează în aceste domenii.
Eurodeputaţii vor dezbate marţi şi vor vota miercuri un nou program de investiţii al UE, care îşi propune să ducă la mobilizarea a aproape 700 de miliarde de euro în perioada de finanţare 2021-2027 pentru a stimula creşterea şi apariţia de noi locuri de muncă.
A doua zi, miercuri, eurodeputaţii vor dezbate şi vota un plan pentru creşterea încrederii în procedura de aprobare a UE pentru pesticide, cu scopul de a fi mai transparentă şi mai responsabilă. Pe lângă numeroase alte propuneri, raportul comisiei speciale pentru pesticide prevede că publicul trebuie să aibă acces la studiile utilizate în procedura de autorizare a unui pesticid, inclusiv toate datele şi informaţiile prezente în solicitările de autorizare.
Eurodeputaţii vor discuta marţi cu premierul român Viorica Dăncilă despre priorităţile preşedinţiei României a Consiliului UE, în cadrul unei dezbateri care va începe la 16:00 ora României.
