Traian Anton Riţiu şi Petre Gabriel Dragomirescu, doi angajaţi de top ai ROMATSA, au fost propuşi pentru condamnări de închisoare cu suspendare după ce şi-au recunoscut faptele de care erau acuzaţi de procurorii Direcţiei Naţionale Anticorupţie.
Acuzat de complicitate la dare de mită, Traian Anton Riţiu, fost director în cadrul Direcţiei Serviciilor de Navigaţie Aeriană Baia Mare (subordonată Administraţiei Române a Serviciilor de Trafic Aerian ROMATSA RA Bucureşti), ar urma să fie condamnat la un an închisoare, cu suspendarea executării pedepsei sub supraveghere, pe durata unui termen de supraveghere de 2 ani şi interzicerea, pe o perioadă de un an de la rămânerea definitivă a hotărârii de condamnare, a drepturilor: de a fi ales în autorităţile publice sau în orice alte funcţii publice şi de a ocupa o funcţie care implică exerciţiul autorităţii de stat.
Acuzat de luare de mită, în formă continuată, şi de participaţie improprie sub forma instigării la infracţiunea de spălare de bani, Petre Gabriel Dragomirescu, fost expert I în cadrul ROMATSA RA Bucureşti – Administraţia Centrală – Direcţia tehnică – Serviciul investiţii, ar urma să fie condamnat la 2 ani şi 11 luni de închisoare, cu suspendarea executării pedepsei sub supraveghere, pe durata unui termen de supraveghere de 3 ani şi interzicerea, pe o perioadă de 2 ani de la rămânerea definitivă a hotărârii de condamnare, a drepturilor: de a fi ales în autorităţile publice sau în orice alte funcţii publice, de a ocupa o funcţie care implică exerciţiul autorităţii de stat şi de a ocupa funcţia, de a exercita profesia sau meseria ori de a desfăşura activitatea de care s-a folosit pentru săvârşirea infracţiunilor.
Conform procurorilor DNA, “în perioada 2013–2014, inculpatul Riţiu Traian – Anton, în calitatea menţionată, a dispus achiziţionarea, prin atribuire directă, a unui număr de 16 lucrări de construcţii (în valoare totală de 393.637 lei fără TVA), privind renovări şi amenajări interioare în spaţiile aparţinând Direcţiei Serviciilor de Navigaţie Aeriană Baia Mare, lucrări care s-au realizat prin finanţare din bugetul ROMATSA Regia Autonomă Bucureşti. Lucrările respective au fost atribuite către SC Mozigres Construct SRL Baia Mare, societate comercială administrată de către inculpaţii Pop Vasile şi Pop Mihai – Vasile.
În acest context, în condiţiile în care toate facturile erau aprobate de către Romatsa RA – Administraţia Centrală, pentru buna derulare a contractelor şi acceptarea unor situaţii de lucrări nereale, inculpatul Dragomirescu Petre Gabriel, în calitatea menţionată mai sus, a pretins şi primit, în trei tranşe, de la cei doi oameni de afaceri suma totală de 49.200 lei.
În cazul primei tranşe de bani, în valoare de 12.000 lei, inculpatul Dragomirescu Petre Gabriel a beneficiat de ajutorul directorului Riţiu Traian – Anton, care a transmis inculpaţilor Pop Vasile şi Pop Mihai – Vasile cuantumul sumei de bani pretinsă cu titlu de mită şi modalitatea de remitere a acesteia.
Pentru a disimula originea ilicită a sumei respective, inculpatul Dragomirescu Petre Gabriel, a instigat doi oameni de afaceri să creeze un circuit financiar şi i-a determinat pe aceştia să întocmească documente contabile în acest sens.
În prezenţa apărătorilor aleşi, inculpaţii Riţiu Traian – Anton şi Dragomirescu Petre Gabriel au declarat expres că recunosc comiterea faptelor reţinute în sarcina lor, acceptă încadrarea juridică pentru care a fost pusă în mişcare acţiunea penală şi sunt de acord cu felul şi cuantumul pedepselor aplicate, precum şi cu forma de executare a acestora”.
Urmează ca magistraţii de la Tribunalul Maramureş să dea verdictul în acest dosar, respectiv să anunţe dacă aprobă sau nu acordurile de recunoaştere a vinovăţiei.
