In Episode 2, dedicated to the EADS Fraud, we showed how “throughout the negotiations, the artisan of the links and connections between EADS and the MAI generals was a certain gentleman Cătălin Cedric Ghigea (…). At the time of negotiating the contract, Cătălin Ghigea was the manager of Midocar Consulting and EADS consultant. After signing the contract, Ghigea was appointed head of EADS Romania and later Vice-president of EADS GmbH”. Maybe that also explains the lamentable way in which the MAI generals presented in front of this Cătălin Ghigea.

“It was interesting to see the top-leaders of the Interior Ministry, the tyrant Zaharia, the troublemaker Carp or the lackey Gagiu, as they made bows and subordinated unequivocally to this gentleman Ghigea, who had no shyness to dictate what, how and how much to negotiate in order to rob the public money in favor of the greedy PSD wolves Năstase, Rus, Nica, the EADS patrons etc. (…) From our information, this contract had been drawn one night in Ghigea’s office on Calea Victoriei St., by Ghigea and a MAI lawyer, Adrian Pătraşcu, who was sent there at Toma Zaharia’s order. Obviously, the contract was made in a hurry, in order to give an apparently official form to a business in which, for the main actors at that time, it mattered too little what was written there”, I pointed out in Episode 2.

Blaga makes a penal complaint

 On June 15, 2005, at 16:35, MAI announced that following a Report submitted by the Control Department of the Minister of Administration and Interior, Vasile Blaga filed a penal complaint at the Prosecutor’s Office near the High Court of Cassation and Justice.

By that complaint, Blaga accused of abuse of office the MAI generals who negotiated and accepted the Feasibility Study for the Integrated Border Security System with the company BEARING POINT and signed the Framework-Contract with the Multinational Concern “EADS”. Thereby, the Chief Quaestor (r) Toma Zaharia, former secretary of state, the Chief Quaestor Carp Gheorghe, head of the General Directorate of Organization, Mobilization, Missions and Resources, quaestor Bădescu Mihai, former head of the General Directorate of Juridical Regulations and Legal Department, quaestor (r) Gagiu Anton, former head of the Project Management Unit and chief commissioner (r) Tătuţ Mihai, former deputy general manager of the General Directorate of Juridical Regulations and Legal Department found themselves as main actors in a penal file.

In Episode 2, I have also shown an extremely serious fact: “Only four days before the end of 2006, at 9.44 GMT, the famous BBC transmitted the news: The prosecutors of the National Anticorruption Directorate (DNA) decided not to prosecute the officers involved in signing the contract with the company EADS regarding the implementation of the integrated system for the state borders of Romania. But what didn’t BBC mention in the brief news governed by a NUP as big as the whole Europe? That, at that time, DNA was directed by Daniel Morar and the officers investigated by the prosecutors after a penal complaint made by the Minister of Interior, Vasile Blaga, were Toma Zaharia, Gheorghe Carp, Anton Gagiu, Mihai Bădescu and Mihai Tătuţ. Obviously, BBC also pointed out the conclusion of the DNA prosecutors subordinated to Daniel Morar: “The preliminary investigations in this case didn’t show law violations, which would have led to creating a prejudice against the Romanian state”. Earthshaking, isn’t it?! Why did Daniel Morar accept to be compromised in the EADS Fraud? For the future position of judge at the Constitutional Court? No, because Morar showed us as clear as possible that he hadn’t wanted the “burial” of his career in the Elephants’ Cemetery! Why then?”

BEARING POINT Documents

 Well, today we draw your attention to a few pages of the Feasibility Study developed by the German company BEARING POINT and the Romanian Cătălin Cedric Ghigea. You will see that even the wise guys from BEARING POINT refused to stipulate clearly how much would cost the Border Securitization by EADS. You will see how the specialists of BEARING POINT considered a three-year study for a total amount of maximum 540 million EUR. Pressed by the Romanian part and by Ghigea, the Germans have “thrown” in a sentence a possible maximum contract value of 800 million EUR. It is worth to mention that BEARING POINT refused to draw up the Technical Project and it was content with just 430,000 EUR for the Feasibility Study.

Anexa BP4 Page 150. In one phrase, the Germans from BEARING POINT say that the initial general budget of 540 million EUR could be SLIGHTLY increased by 50% as to reach 800 million EUR. Incredibly, in only one phrase the final budget is increased by 50% as we wouldn’t speak of 260 million EUR, but of 260 LEI (RON).
